AUTHORIZATION PURSUANT TO PARAGRAPHS 702.22(2)(a) AND 702.22(3)(a) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to paragraphs 702.22(2)(a) and 702.22(3)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize West Coast Helicopters Maintenance and Contracting Ltd., P.O. Box 1030, Port McNeill Municipal Airport, Port McNeill, B.C., and their flight crew member to operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), and to operate a helicopter that is carrying a helicopter Class B external load over a built-up area, subject to the following conditions.

Paragraph 702.22(2)(a) states that for the purpose of paragraph 602.15(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

Paragraph 702.22(3)(a) states that for the purpose of subsection 602.16(2), a person may operate a helicopter that is carrying a helicopter Class B, C or D external load over a built-up area or in an aerial work zone, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

PURPOSE

The purpose of this authorization is to permit West Coast Helicopters Maintenance and Contracting Ltd., P.O. Box 1030, Port McNeill Municipal Airport, Port McNeill, B.C., to conduct Class B external load operations over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a) in Port McNeill, B.C.

APPLICATION

This authorization applies only to West Coast Helicopters Maintenance and Contracting Ltd., P.O. Box 1030, Port McNeill Municipal Airport, Port McNeill, B.C., when operating for the purpose of removing and installing a hot tub at the residences at 2964 Mine Road, and 1930 Broughton Boulevard, Port McNeill, B.C., respectively.

CONDITIONS

This authorization is subject to the following conditions:

  1. The operation shall take place on Saturday, February 11, 2006, alternatively on Sunday, February 12, 2006, between the hours of 11:30 and 12.30 Pacific Standard Time (PST), depending on suitable weather conditions.
  2. Operations shall be conducted within the specified hours, under VFR conditions, using an AS350 type helicopter.
  3. The sites of the operation shall be as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being the residence at 2964 Mine Road, and 1930 Broughton Boulevard, Port McNeill, B.C.
  4. The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
  5. The transit route to and from the sites as under (c) above, shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
  6. The approach and departure profiles to and from the sites as under (c) above, shall be arranged such so as not to over fly any buildings or persons at any time.
  7. The sites as under (c) above shall be secured and access denied to all pedestrians and vehicular traffic.
  8. The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
  9. Prior to external load operations the Pilot or a designated person, trained in accordance with 722.76(6)(b)(ii), shall physically inspect all cables, slings, chains and other rigging equipment as applicable. They shall ensure that the rigging equipment's condition and safe working load limits are within the approved design tolerances as suggested by the manufacturer.
  10. All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
  11. Persons carried on board the helicopter shall be limited to essential crew only.
  12. Radio communications shall be established between the helicopter and Ground Safety Coordinator.
  13. A copy of this authority shall be carried on board the aircraft while operating in Canada.
  14. All persons involved shall be knowledgeable of equipment to be used and pre-flight briefed.
  15. A coordinated plan for each complete operation shall be developed.
  16. The company shall comply with the Commercial Air Service Standards as required under CAR 702.22(2)(b) and CAR 702.22(3)(b).

VALIDITY

The authorization is in effect until the earliest of the following:

  1. 12:30 hours PST, British Columbia, on Sunday, February 12, 2006;
  2. the date on which any of the conditions set out in this authorization is breached; or
  3. the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
